The agency, which deals with crash tests carried out on cars on the market in the United States, said that no car has shown as resistance to injury as Tesla's Model 3. The NHTSA usually gives cars rating stars following tests carried out, and has never officially announced that the Model 3 has a lower probability of incurring injuries, but evidently Musk's statements are based on the report drawn up.
